Candidates with less experience will be considered as Financial Management Manager / Assistant Financial Management Manager.
Responsibilities:
• Review and establish policies and procedures regarding liquidity risk and interest rate risk monitoring in accordance with HKMA Supervisory Policy Manual guidelines
• Assist in formulating capital management systems to evaluate bank capital adequacy relative to overall risk profile under Basel III frameworks
• Ensure strict compliance with regulatory reporting requirements, while developing, implementing, and maintaining robust regulatory frameworks, policies, and procedures
• Lead the preparation and submission of statutory reports while ensuring high standards of data governance, integrity, accuracy, and timeliness
• Collaborate with IT, data, finance, and operations teams to align reporting requirements, drive data validation, execute reconciliations, and maintain proper audit trails
• Identify and mitigate risks within regulatory reporting processes to ensure compliance with internal policies and external regulations
• Evaluate and implement regulatory reporting tools, driving automation initiatives to enhance efficiency and minimize manual processes
• Bachelor’s degree or above in Accounting, Finance, Risk Management, Economics, or related disciplines
• Professional qualifications such as CFA or FRM are highly preferred
• Minimum 5 year of banking experience in capital management, liquidity risk, or interest rate risk management for the banking book (for Assistant Manager level); or minimum 8 years of regulatory reporting experience with 2+ years in a senior leadership role (for Senior Manager level)
• Proven background in retail banking is mandatory
• Substantial knowledge of HKMA regulations, Basel III requirements (including IRRBB, CAR, LCR), IFRS 9, and CFT frameworks
• Direct experience in interest rate risk management or capital management is prioritized
• Strong analytical and report-writing skills, with proven proficiency in forecasting, modeling, data analysis tools, and regulatory reporting platforms
• Excellent command of written and spoken English and Chinese, with fluency in Putonghua highly preferred
• Conversant with MS Office Suite and Chinese word processing; knowledge of SAS, ALM systems, or Oracle applications is highly preferable
